Human Rights in Guatemala…

One of the priorities for Guatemala is to achieve “International Legal Order & Human Rights, especially: women’s rights (including SRHR), LGBTI rights, Human Rights Defenders, Judicial Independence and the Fight against impunity”

Currently there are growing political, religious and societal movements in Guatemala which openly oppose to sexual and reproductive rights, LGBTI human rights, among other things. Such “anti-rights” movements are spreading opinions against diverse families, gay marriage, abortion in case of sexual abuse, and view corruption and impunity as “normal” situations. There are now legislative proposals on SRHR which are much debatable in terms of Human Rights. On the issue of sexual diversity, so-called “Pro Natural Family movements” within Congress are pushing law proposals privileging the traditional family (a man and a woman) and punishing sexual diversity in the country. These proposals gather significant support in Congress, although not yet a majority, and are notorious issues in the ongoing political campaign.

Since several years Guatemala has intensified the fight against corruption. Research and public exposure have led to high-level changes in Government, law reforms and an improved social control on public office. Civil organizations have assumed the defense of citizen’s rights and stimulate public denouncing. On the other side, the U.N. international mission to help fight corruption and impunity in Guatemala (CICIG) has been expelled from the country by the Government.

These trends show the increased need for international support for the human rights movement in Guatemala. Therefore the Dutch country policy (CPI) for Guatemala emphasizes the rule of law and respect for minorities’ rights.

ICCPG is a key institution in this crucial period for the country. The TMT aims at reinforcing it with knowledge, tools and attitudes to improve its work in the specific area of LGTBI Human Rights and Sexual and Reproductive rights in Guatemala.
